Introduction

In June 2025, the General Office of the State Council forwarded the Ministry of Housing and Urban-Rural Development’s “Opinions on Further Strengthening the Management of Urban Construction Waste” (State Council General Office Document [2025] No. 57), explicitly stipulating that by 2027, the average recycling rate of construction waste in prefecture-level and higher cities nationwide must reach at least 50%.

This mandatory target is reshaping the market landscape. The previous crude model of “crushing plus simple screening” can no longer meet the production requirements for high-purity recycled aggregates. Driven by policy, “precision sorting” has become the core capability for project implementation. As a manufacturer, Zoomlion Demai has observed that customer demand is shifting from “buying equipment” to “buying solutions.” Production lines equipped with AI visual recognition, efficient air-screening for impurity removal, and modular, flexible designs will become key assets in helping clients meet compliance standards and secure government recycling subsidies.

Simple price competition will gradually be replaced by competition based on the technical capability to “consistently meet standards.”
